Palestine is already recognised by most countries of the world as a country. And this is not tied to UN membership, a country can retreat from the UN anytime without magically statehood. Palestine is already an observer state to the UN, anyway, as full membership would be vetoed.

Any plan wouls indeed be hard to succeed, but that's because it needs to be agreed by the Israeli and Palestinian governments. More international recognition is a small step in putting pressure in the right direction (for peace).
