I see this discussion quite frequently.
I think the only problem is people using the issue to push policies that would probably be ineffective.
Social programs alone will probably not change anything since many of the countries with the best social programs in the world are struggling with fertility issues.
Conversely, many of the most impoverished countries on the planet have the highest birthrates.
The unfortunate truth is that birthrates tend to be inversely proportional to educational attainment for women. If we want educated and empowered women (and we should) we need to accept lower birthrates.
