Human beings have more kids when they are in agrarian societies which are in turn less wealthy than their non-agrarian counterparts.
When you need to actively plant food in a field and you don't have machines to do it for you, you are incentivized to have kids and put them to work in the fields as quickly as possible. The more kids, the more hands, the more harvest, the more stability.
When you are no longer in an agrarian society, modern society offers active negative incentive for child rearing, including a competitive disadvantage in both job seeking and skill accrual due to the demands of childcare.
