I mean, just because the bottom X quantile's wages "far outpaced inflation", doesn't mean much on its own. And when you read the article, it says more, such as: this increase is still not even close to making things livable for this group. It's like giving your kid 12% more allowance and then telling them to go buy a house with it. Yeah percentages sound impressive on their own and draw in suckers who read just the headlines of things and leave without much thought.
But the base value you're doing the percentage of matters the most, usually.
I'm not saying it isn't great the progress that was made, but to say "the economy is only working for high earners" is clearly true in this sense. If you consider "working for" as in, able to buy a house, have a standard of living, etc.
