You're treating these as mutually exclusive scenarios which is just flat out not the case. These people made a mistake. That mistake resulted in them unintentionally illegally possessing ammunition against the local laws of the country that they traveled to for vacation. Nobody is saying that this should go completely unpunished, but people saying that they should just keel over and take a TWELVE YEAR prison sentence that would literally ruin an entire family's lives because "it's the law" is absolutely ridiculous.

These people are all first time offenders. To say that it's totally cool to just up this punishment to a twelve year prison sentence because "the fines didn't work on other people" is equally as ridiculous.
