That's my understanding. And honestly, having been responsible for 3 dogs over 20 some years, the yearly checkup is all bullshit. A healthy dog just doesn't need to see the vet each year.

The off-schedule visits have been helpful for clearing up things like ear infections and urinary tract infections. Those visits have also been affordable.

The yearly exams and the blood work is just insanely expensive, and it's never detected anything helpful for my dogs, but you have to do them to get the prescriptions for flea and heartworm medicine.
