The US literally has a law that allows the invasion of any country that arrests an American by the ICC since it does not think the ICC applies to the US since the US is not a signatory. Here is the US state department "We maintain our longstanding objection to the Court’s efforts to assert jurisdiction over personnel of non-States Parties such as the United States and Israel."

Pretending the US thinks the ICC has authority over non members is just a lie. That is not even mentioning that Palestine's entry into the Rome statute itself is controversial since Palestine is not a state and does not have defined borders. The ascension gave the ICC authority in areas the signatory, the PA, could not grant since it did not control the territory in practice or in law (Gaza strip in practice, east Jerusalem and area A of the west bank in law). Imagine if South Ossedia agreed to some international treaty and said that because of this, all of Georgia was party to that treaty, that is what the PA did with the ICC. It really makes a mockery of the way international institutions are supposed to work.
