My understanding is it would remove a lot of the enforcement power of the SEC and give it to the CFTC. I speculate it would be good for altcoins in the US (less delisting by CEXs because less altcoins labelled securities). Bitcoin maximalists won't like it because it means bitcoin will lose market share to altcoins.
