If Chase spurns you maybe you do business with Citi, or with a local credit union. Spending is segmented - Citi/Chase might be willing to sell your spending activity, but usually not directly selling it to Chase/Citi/their competitor on an ongoing daily basis.

CBDC - you eliminate a lot of that, you are doing direct business with the central bank. If they don't want you spending money because you said something or did something they didn't like (or maybe they just don't like what you are spending money on) they can just turn your access off - you can't storm off and use a different central bank because there's just the one. Since there's just the one they also know all your usage. No pesky having to ask a bank to turn over the information - they have it all immediately available.
