They went beyond just measuring the fuel itself. They included the energy used by infrastructure to transport that energy and put it to use.

If you go purely by point of acquisition, fossil fuels make a lot of sense. It isn't until you start including the cost in energy of carting around those fossil fuels to the point of use that the inefficiencies really stand out.
