The thing is, everyone in the US and Israel knows that the ICC and other similar institutions were created by the West in order to prosecute enemies of the West, mainly the African governments. There were some rumors that the ICC might go beyond their real mission after the US invaded Afghanistan, but the US imposed some mild sanctions on ICC members. That, along with the Hague Invasion Act got the ICC to back off for over 20 years.

Now the ICC is worried that if they do nothing, they will lose the appearance of their impartiality and the "rules-based world order" they supposedly protect. The US and Israel are just too crazy to see that the ICC is still an institution that mostly works for them and needs to do *something* in order to still appear neutral to the vast majority of the world. There doesn't even need to be a change in policy in any way, the US and Israel can easily send the two individuals that the ICC wants to arrest to the ICC, replace them with whoever is next in line and just continue the genocide like nothing happened.
