There's a very large difference between those types of "plans" and the types we're discussing here. A plan such as the Zombie Apocalypse plan, is a single scenario with likely a single set of documentation outlining what the (in this case) US Government would do in the event of a zombie outbreak. The situation is obviously extremely unlikely (but not impossible... considering Cordyceps already perform similar functional takeovers of a host body in the animal kingdom). Those plans are the result of 1) Be prepared for anything so that if anything happens we aren't caught completely with our pants down and 2) This is a wacky scenario but also has real world implications like, what if there's a mass rabies outbreak, how would the US Gov respond.

The nuclear scenarios we are discussing are an active and constantly assessed and updated part of nuclear threat doctrine and analysis that maintains a global discourse surrounding such an event. The scenario in place for "crackpot dictator trying to reset the world order" is orders of magnitude more likely than "zombie outbreak" and as such is an active part of all nuclear deterrence conversations.
