Sure, however this law is apparently being selectively enforced according to one of the senators who went over there.

Me too. This isn't caning (which is pretty brutal), this is a loss of 12 years of life when there's no actual harm to society, and no intent to harm society. The local government isn't punishing smugglers here. It's pretty cavalier and unfeeling for people to just shrug and be like, "whatever, they deserve what they get".
