Well the article is pretty useless for anyone that even heard about recall. Take a 2 line reddit comment, put it in ChatGPT to add a bunch of nothing to it, and post as an article.

TLDR

Microsoft didn't even learn from Apple's mistake with the photos, and will now, by default, be intentionally saving personal or private information to be restored at a later time, potentially indefinitely.

It will also take up, by default, 25gb of space. I'm assuming this can be adjusted in some sub-sub-sub-sub-sub-sub-sub-sub-menu like any useful feature (if there even is an option to adjust).
