I remember how... difficult... college administrators can be so not surprised on either side. I'd imagine "this sounds great" was said by all, til someone realized "wait what if we get sued by the course author/owners we didn't have permission from, to use their material in this way" became a concern (or similar) and the scapegoat was there was no express permission to the students, they're at fault.

We had something vaguely similar with my class – started a new school sports team (club) for a non mainstream sport and made uniforms, all was great til someone at the Bookstore owned by a corporation with the initials BN realized we weren't paying royalties when they in fact owned the schools name and logo rights on any clothing (even if it wasn't for sale and a school sanctioned team...). We were threatened with a lawsuit, administrative punishment, and given the rate sheets for our use (that included, they'd own the rights to our team copyrights and exclusive rights to sell merch in the bookstore). If you ever wonder why a school team has a different logo, mascot, etc. this is why, we basically had to change our team name and logo and somewhat "unassociate" with the school in ways that fit their copyright contracts, even for college divisional matches... thankfully there were some old out of copyright things we were able to find creative solutions with, but it was not friendly by the administration associated with those departments, ever. ***Most importantly this was a state school by the way, not private.***
