It is people frustrated with a complicated and byzantine system of statutes, regulations, bureaucracy, etc., and so rather than trying to identify areas to make meaningful progress (which can take years or longer), they just reduce the complication to this sort of rage bait clickbait content. And people eat it up (see, Notjustbikes, fuckcars, etc.).
