Well, yes, this is all pretty clearly implied by the structure of the United States' *et al* - someone, somewhere has to have a final say about what is and what isn't a consequence of some text on some page. But there's still a difference between a reading a right to *public* education **into** a right to not be discriminated against, and, say, ignoring the plainly-stated right to bear arms.

I mean, your reasoning goes both ways. The court could equally read a right to murder into anything as much as they could ignore a right to free speech. The fact is the right to education you're alluding to doesn't really exist, just like the so-called right to abortion didn't.
