Yeah, but the [Leahy law](https://www.state.gov/key-topics-bureau-of-democracy-human-rights-and-labor/human-rights/leahy-law-fact-sheet/) is a complex and narrow legal process that cannot occur on the timeframe people are asking for. While I do think it needs to be applied I do not believe its outcome would satisfy very many and would be largely ineffectually to stop the tragedies of an active urban war.

I'm just stating I believe more effectual results could be had by a broad push for legislative action over executive decrees.
