He should but I seriously doubt he will. He wants a Big War. There is no strategy beyond his own immediate self interest. Those interests being distraction from his utter incompetence & his flagrant violations of our own laws and norms as well as international norms. He has screwed over some of the wrong people & is desperate to save his hide. A lost cause, in my humble opinion.

And the American military machine will never welcome a full withdrawal from the middle east in general or Iraq specifically. We are too invested. Israel, the elephant in the room, wants and needs US there. Such an abrupt drawdown would be perceived as a humiliating failure & counter to the overall strategic goals of said elephant.
