Edit: Currently in a large part of the countries of the world, there is a State-owned Central Bank that prints money, and establishes monetary policies. In Costa Rica, it also prevents Bank Runs, guarantees savings and bonds. So not having the FED doesn't mean you can't have a State Owned Central Bank
