Real income and birthrates are negatively correlated. If money was the barrier that relationship should be reversed. And lots of countries have very generous parental support and still have low birthrates.

Look at the nordics. They have exceptionally generous parental support. Free child care, free healthcare, housing and nutritional stipends for families, free college, generous paid parental leave. And that gets them some of the lowest birth rates in the world.

Money is not a barrier to more kids. The required parenting is the barrier. Parenting kind of sucks and lots of ppl would rather do something else with their time and money.
