I think for one you should stop thinking of Eastern Countries with the concept of "Honor" it was a close but flawed transition... The Eastern nations use the concept of "Face" which is a separate concept, China takes aspects of it to an extreme...

Like committing a crime is still bad but getting caught committing a crime is even worse. Shifting the blame is perfectly OK. Actually doing the time or making reparations that's the real shame. Enriching yourself is more beneficial to Face than any loss you might receive for said crime as long as you get away with it.

Falling for a scam is worse than being the scammed.​

Foreigners have no "Face" so it's perfectly fine whatever happens to them.
