The line isn't obvious to me. My best guess (based on your mention of "purchasing" politicians) is that you place the line at "it's not protected speech when it amounts to bribery." But that, of course, *is* the current law. Nothing in Citizens United made bribery legal. At worst, it's just made you *believe* that bribery has become harder to detect, to the point where you think it's become common, despite no real evidence of quid pro quo.
But you can't make laws based on people's beliefs, or you'd have to ban this film because countless Republicans will surely join the Trump campaign in thinking the movie "is election interference by Hollywood elites." I don't know how you can draw any line that's fairer than "anyone can say whatever they want about politics."
