Our local grocery chain was like that when I was a kid: I remember an entire section of the store (maybe 25%) was simply pallets cut open and you grabbed the items directly from that. Eventually they remodeled and went to more of a standard grocery store design, and then they were bought out by Krogers and went yuppie with high prices, so I don't really shop there anymore.
