If he comes alone, he is to go free alone; but if he has a wife when he comes, she is to go with him. So while a male slave can go free, but if they had children with a female slave they have to abandon their family to do so. But "conveniently", if they decide to not abandon their family, they can "decide" to stay as a slave. Hence, emotional blackmail to keep someone as a slave.
