Thanks for taking a minute to clarify some of the things for me! I wasn't trying to put you on the spot or anything. I've never worked construction professionally, and I wasn't even sure if I was asking good questions. My experience is informal at best, for friends or family, and payment usually consists of a six pack and a pizza!

In this instance I was well aware I was out of my depth. That's why I didn't give personal opinion on any of this in the first comment. I couldn't even read the whole damn article for crying out loud. Thanks to your help I have a better understanding of why the governor decided to veto it. Even better, it's not like that prevents them from creating a better bill and trying again.
