I just pointed out that outright criminalization would directly lead to some unpleasant consequences. I fear that is relevant to the conversation.

So, yeah I agree regulations are needed but it's a hard balance between too hard regulations sending everything into illegal land or offshore server farms and too light regulations which basically do nothing, it's a hard spot to find.
