If those numbers are from SpaceX, then they are untrustworthy to the point of complete irrelevancy.

No, they can't. Low mass is also useful for adjusting the orbit and aiming the telescope. Making it heavier is detrimental. Unless, of course, it's on Earth, in which case you can use very heavy materials like concrete and steel.
