It's probably even easier than that. Most countries have local ETFs that track the same US indexes, like S&P500 etc. EU definitely has those. This way you don't have to bother with W8-BEN and international money transfers. They deal with taxes for you (most countries, unlike the US, withhold taxes on investments at source, and using a US-based brokerage will trigger a filing requirement that most people don't have), you have access to your bank's service reps in your language, etc. There is zero reason to use US-based brokerages from abroad.
You can even invest in individual shares, local brokerages work with US-based brokerages (usually IB) transparently on the backend, and make the fact that you're trading on NYSE completely transparent. In my home country, my brokerage would charge $0.02 per unit when a transaction involved US stock (yes, per unit commission is weird, I know).
