No many do not and are therefore grounded during poor visibility conditions. In US it’s still up to the pilot in some cases whether to proceed if already in flight - Kobe situation. The cost of the equipment to track the terrain is cost prohibitive for many to install and they would rather ground flights.
In this case, I believe these helicopters are pretty old and don’t have much in terms of modern terrain tracking ability. But one would think that heads of state would fly in state would have top-notch helicopters.
