In a letter recently sent to Ansar Allah, also known as the Houthis, the de facto rulers of much of Yemen, including the capital Sanaa, a number of United Nations human rights experts outlined the group's "systematic violations of women's and girls' rights," including their rights to freedom of expression, mobility, health, and employment, as well as pervasive discrimination. Since seizing control of Sanaa in 2014, the Houthis have progressively lowered the liberties of women.
Numerous infractions are listed in the letter, including tighter limits on women's freedom of movement. For instance, Houthi authorities have gotten stricter in requiring women to travel with a mahram (a close male relative or their husband) or provide proof of a guardian's written consent. In all Houthi-controlled territory, the mandate has effectively become the law. According to the experts, in August 2022, the Houthi Land Transport Regulatory Authority reportedly increased the restrictions, mandating that women no longer be allowed to travel anywhere within Houthi-controlled areas, to areas controlled by the Yemeni government, or outside of the nation without a mahram.
