Germany does an amazing job I agree, almost all of their WW2 and Holocaust related museums and monuments are also free so that everyone is able to come and learn from them. Students and people in positions of power (police/military) are also forced to visit to learn from them. Japan meanwhile has very....spotty knowledge of anything WW2 that isnt based around how much the country suffered. And to be fair it did....it just also inflicted an extreme amount of suffering as well.

I didnt realize the shrine in questions also honored WW1 soldiers, that does fit better in that sense then. Honestly they could still keep it in honor to the soldiers that died in WW1 and even WW2 just make sure to specify it is not meant for those who committed atrocities. Which would require admitting atrocities. Hell I only know of one museum in Japan that actually talks about the crimes Japan committed and thats the chemical weapons facility on Okunoshima better known as the Bunny Island internationally.
