They moved them north, though I’m not sure what exactly would stop Hamas, an organization that literally plans around hiding amongst civilians, from just migrating with them. Counter terrorism operations always encounter the problem of the terrorists just hiding amongst civilians, which means when Israel is done in Rafa, they will likely have to turn around and go north again because a portion of Hamas will be there.

Unfortunately, it’s a never ending series of whack-a-mole, chasing Hamas back and forth. Counter terrorism presents an almost impossible victory without somehow creating or empowering a new government made up of civilians, with significant power, to prevent terrorist resurgence.

We saw the dichotomy in Iraq and Afghanistan. Iraq eventually had a government created, but then, along with allies, spent about 7yrs fighting ISIS, with an eventual outcome of mostly diminishing ISIS. On the other hand, we saw the reformed Afghan government collapse in about 4 days as the Taliban returned.

It’s genuinely a bit of a coin flip as to how large scale counterinsurgency operations end.
