Yes I know. But German memorials don't have Class A war criminal names enshrined there. Germany also teaches about the crimes they committed and have actually apologized and never walked back on their apology.

Because that Japanese shrine isn't only for WW2 criminals. It also enshrines the Japanese soldiers who fought against Russia which aligns roughly around the time of WW1 so I included WW1 to make a similar analogy.
