An ICC arrest warrant gives some diplomatic cover for a party to the treaty to conduct an arrest however, there is no effective mechanism to force a state party to enact an arrest.
Normally even an attempt to arrest a foreign leader would be considered a violation of the Vienna Convention & a grievous act of war - in this case, as Israel isn’t even a party to the ICC, the consequences would likely be extreme.
Obviously a country like South Africa isn’t going to want to take that chance against a much larger country like Russia.
Secondly, when it comes to sitting national leaders, the “*opportunity*” to make such an arrest simply isn’t going to come up.
State visits are incredibly complex events & there is no way a state official would travel to a country without assurances that they would not be subject to arrest.
So it is more than such an arrest warrant could prevent the leader of a country to travel to international events held in a country which refused to give such assurances.
