It really depends on what your use case is and what your technical proficiency is. Everyone wants the most secure thing, but if you can't uphold your side of the bargain, then that security will work against you. You will either compromise yourself, or you will simply lose access to the thing that is so secure it is secure against even yourself.

Assuming you are talking about a retirement fund that you will never touch, if you have the proficiency, I would maybe start with a Seed Signer, this is a little electronic gadget that you need to buy parts for and assemble yourself usually (you may be able to find one pre-assembled). It isn't hard, may not even require any soldering.

The benefit of this device is that it can guide you through generating your own seed words using dice. This is one of, if not THE most secure and practical ways to create a secure private key. We can go more secure by exploring multisig, but often this is something we need to experiment with and get familiar with over time.

Once you have your private key, you can use the seed signer to set up a "watch only wallet", which means you have an app on your phone that can generate receive addresses for you to deposit funds into, but the app cannot sign transactions, so it can't be used to spend bitcoin. Pretty secure if you consider one of the security risks to be that your phone might be taken or compromised.

After all is said and done, the device will forget everything. All that is left is your written down seed words and your receive-only or watch-only wallet. Take this opportunity to ensure you can still load it up from your written down backup and get access to the same addresses.

If you want to be doubly sure that the device is not hiding your private key somewhere, be sure to destroy the device, maybe melt it in acid or something.

The written words is now your physical bitcoin. Be sure to conceal it, maybe transfer it to a punched steel plate if you want to make it fire, water and damage resistant. Don't make many copies of it, the more copies there are, the harder it is to lose, but the easier it is to be discovered or stolen. If you transfer it to steel, destroy the paper; fire is always a good option.

Secure it like it was a gold bar and your life depended on it. Again, exactly how you do that is also up to you.

This has been: how to make pretty damn secure bitcoin wallet for hodling for a single person.
