I don't understand in full, but it sounds like the Prosecution wants Costello to be treated as a rebuttal witness, which would heavily restrict what he could be asked about.

I think it is basically a way to try to prevent the Defense from going down a bunch of conspiracy rabbit holes.

The defense is claiming that Costello can show that there is a concerted effort to make Trump seem scary, when in fact he's just a big teddy bear (or some thing like that). From the 30000 foot view, it sounds like the judge isn't convinced, but as throughout this case, he has to be careful about anything that would be grounds for an appeal - and I can near guarantee blocking part of Costello's testimony would be brought up on appeal (though that doesn't mean it would get anywhere).
