No one wants to be a "rogue state". Countries love to use international law when it suits them. It's when it doesn't that things become more complicated, and some countries have more tolerance for annoying rulings than others.

European liberal democracies are far from perfect in this regard but are still much more likely to respect inconvenient rulings than places like South Africa.

The US is hostile to the ICC, and already played that tug-of-war with them once, including sanctions, to prevent them from prosecuting US and their allies in Afghanistan.

The US sanctioned individual ICC judges, just like it is sanctioning individual Israelis. While scandalous, not the same as sanctioning a country. And crucially, it was something that was only done when the court was considering direct action agaisnt Americans.

Doing even worse for Bibi of all people is completely nonsensical, especially for the current administration, and especially in an election year lol. Biden's attitude towards the conflict in Gaza has been dominated by election considerations and wanting it all to die down/be over. Starting a sanctions war with Europe over an ICC war crime ruling is one of the worst optics moves he can possibly make.
