I have more of a problem with language like "impenetrable" being used. 2.5bil to fortify and strengthen (or something along the lines) doesn't sound quite so childish and unreasonable. Coincidentally, that was a French failure as well. The Maginot line was strong, but never invincible. The French relied too much on a grand, nigh impenetrable, border to the detriment of other defenses and support.
