If I were in your shoes and this thing was important, I would press him. If nothing else, at least with “can I assume that this is your opinion?”. If he answers yes, wash your hands and document his response and confirmation, just in case in the future something goes south.

Else, either document that he did not give his opinion so you did what you thought was best, or if you feel that it’s too important for you to take that responsibility, escalate the issue (obviously, drama will ensue, so… Weigh the pros and cons)
