The only way to fix it would be to make everyone's identity public on chain and have a voting system similar to real life and your social security number, however this destroys the idea of anonymity. It might be possible to have some kind of process that is able to talk with exchanges that have our data, can verify we are who we are, send back a verified tag directly from coinbase for example, and attach that tag to our wallet. Make it where only verified wallets can vote but not sure anyone would really want that.
